Command words: award, deduct

The award and deduct commands add or remove chargen resources from an account and require a staff note explaining the change.
Use award to give an account a chargen resource, and deduct to remove one. After validation, you are placed in the editor to enter the audit note text.
If no amount is supplied, the command uses 1. Awarding respects the resource's per-award maximum, minimum time between awards, and permission requirements; deducting uses the same resource lookup but subtracts the amount.
The syntax is as follows:
award <account> <resource> [amount] - awards a chargen resource to an account
deduct <account> <resource> [amount] - deducts a chargen resource from an account
